Weep screed

A metal strip at the base of stucco that lets trapped water drain out.

A weep screed is the perforated metal flashing at the bottom edge of a stucco wall. It gives any moisture that gets behind the stucco a path to drain out at the base instead of soaking into the framing. It needs to stay above grade and unobstructed — piled soil, mulch, or paving against it traps water and invites rot. Keep it clear when landscaping.
